The Karnataka Health Promotion Trustis implementing a United States Agency for International Development (USAID)supported project on Orphaned and Vulnerable Children (OVC) in 16 districts of the states of Karnataka, Maharashtra and Tamilnadu. This project aims to increase uptake of health, educational, social protection and welfare interventions for OVCs.

KHPT invites applications from committed, compassionate and competent persons for the position(s) as mentioned below:-

 

1.       Finance Manager: Position - 1, Location: Bangalore

Roles & responsibilities:

  • Maintaining of books of accounts independently by complying with the financial systems and procedures of KHPT, Statutoryrequirements and Donors.
  • Supporting the program staff in finalizing the budgets of Implementing partners.
  • Preparing the implementing partners Grant agreements by complying with the grant guidelines of KHPT and Donors.
  • Review of implementing partners SOE’s in comparison with the approved budgets.
  • Conducting audit / review of financial systems of Implementing partners.
  • Preparing and reviewing the financial reports by complying with all the reporting requirements for both KHPT and Donors on timely and professional manner.
  • Providing an appropriate finance input and support to program staff to ensure to implement the activities as per the agreed plan.
  • Work closely with Women and Child Welfare Department and Child Protection Scheme and part of their meetings.
  • Update and communicate financial guidelines for Implementing partners, field offices and Head Office.
  • To formulate, document and implement new and revised financial policies and procedures if required.
  • Coordinating/facilitating the Donor & Statutory Audit and review and compliance of the Audit Reports.
  • To liaise with the Donor(s) for compliance of their requirement.
  • To liaise with financial institutions for smooth financial transactions.

Reporting:
The Finance Manager will report to the Director – Finance, KHPT, Bangalore or person designated by him

Salary:
This position is categorized under the salary range of Rs 43,200 to Rs. 54,000/- which will be fixed after analyzing the qualification, skills sets, relevant experience and interview performance etc.,

1.       District Coordiantors: Positions - 16, Location: Districts of Karnataka (Belgaum, Bijapur, Bagalkot, Dharwad & Bellary), Maharashtra (Dhule, Solapur, Ahmadnagar, Yavatmal, Sangli, Kolhapur & Mumbai) & Tamilnadu (Coimbatore, Salem, Trichy and Erode)

Roles & responsibilities:

  • The District Coordinator (OVC) is a district-level position with responsibility for providing management and technical oversight in a district to ensure that the project is effectively and efficiently implemented. The Coordinator will provide leadership, management oversight, and technical direction to the implementation of the project in the district, supervise technical and program staff, if any, and liaise with government official and implementing partners. 
  • Translate the vision of the OVC program at the district level into key action steps and deliver against the performance indicators defined by the program for the district.
  • Provide management and technical leadership for the community component of OVC program to maintain quality assurance/quality improvement, achieve technical requirements and complete deliverables.
  • Work with the stakeholders/implementing partners (NGOs and District Positive People Networks) to establish coordination and ensure all households access services as per the need.
  • Work closely with government facilities to ensure eligible children and households are linked with the OVC programme.
  • Part of District Coordination Meetings, DAPCU meetings and facilitate the meetings and advocate for OVC issues.
  • Work closely with Women and Child Welfare Department and Child Protection Scheme and part of their meetings.
  • Review performance of implementing partners, if any and periodically monitor quality of interventions – program, technical and finance/administration.
  • Prepare a consolidated monthly report and submit the reports to OVC team, DAPCU and any other government department as per the need and requirement.
  • Ensures appropriate documentation and dissemination of best practices, and lessons learned of OVC.
  • Facilitate the Capacity building initiatives of KHPT and its partners and develop need based plans to roll out the trainings to front-line workers such as ASHA/ANM and AWW.
  • Facilitate the process of collecting base line information pertaining to OVC and their families and develop appropriate plans and strategies to deliver the services to the needy OVC/Families.
  • Perform other relevant duties as requested by Programme Team/ Line Manager.

Qualification and experience:

  • Post Graduate in Social Work / Social Sciences or any equivalent health or development post-graduation degeee.
  • Minimum of five-year project management experience and experience in leading a district team is desirable.
  • Working Experience with Orphan and Vulnerable Children will be added advantage
  • Previous experience in a health program at district level position, preferably previous experience of working with NGOs and should have worked a minimum of 3 years in HIV/AIDS programs.
  • Strong interpersonal skills and communication skills, both spoken and written, in English and local language.

Reporting:
The District Coordinator/s will be reporting to Deputy Director/state lead of OVC project

Salary:
The salary for the position is in the range of Rs. 21,600/- to Rs. 25,000/per month - which will be fixed based on qualification, overall experience, relevant experience, interview performance etc.,

 

2.      Advocacy Officer:  Position -3, Location: Mumbai, Chennai, Bangalore /Delhi

Roles & responsibilities:

The Advocacy Officer/s will be responsible for coordinating state and district level advocacy work, ensure capacity building of partners and other stake holders, and liaise with other team members to ensure community participation and resource mobilization. S/he will be responsible for documentation of advocacy activities of OVC project. S/he will disseminate good advocacy practices, working in close consultation with the Programmes team in the state & districts

  • Support in advocacy related activities and conducting advocacy at the state/district level.
  • Participation in major events at the district level.
  • Material development.
  • Co-ordination with different /various Department.
  • Capacity building of the district teams.
  • Conceptualization of activities in consultation with district team.
  • Documentation of progress of OVC project, Crisis response and media advocacy.
  • Review. Progress, reporting and planning of projects.
  • Co-ordination of visitors.

Qualification and experience:

  • Degree in social sciences, health or development field (or equivalent) with at least 3-5 years of relevant project management experience in the health or development sectors.
  • Experience of undertaking advocacy and networking with Govt. and other institutions at State and district levels.
  • Strong analytical skills, facilitation skills to undertake evidence based advocacy. Should possess strong commitment to HIV/AIDS, PLHIV and sexual and reproductive health and rights.

Reporting:
Advocacy Officer will be reporting to respective State leads/Deputy directors

Salary:
The salary for the position is in the range of Rs. 28,800/- to Rs. 36,000/- per month –which will be fixed based on qualification, overall experience, relevant experience, interview performance etc.,

 

3.      M & E Manager:   Position -1, Location: Pune, Maharashtra

Roles & responsibilities:

The M & E Officer isresponsible for development and implementation of effective monitoring, review and evaluation strategies of the project. S/he will provide support in devising systems and procedures to ensure donor compliance

  • Advise and support the project leads in all decisions related to M&E and the CMIS, including the provision of accurate and timely information and the making of recommendations. 
  • Collection, analysis, and reporting of all monitoring data, development of reports, the operations of the CMIS, and donor measurement and reporting requirements, as well as on monitoring and evaluation technical and policy issues.
  • Liaise with theM& E team for accurate and timely submission of CMIS.
  • Manage and lead the following core project M&E activities:
    • Develop the project’s overall M&E plan, as well as annual M&E plans for the collection, analysis and reporting of project performance.
    • Ensure the quality, accuracy and timeliness of annual reports, prepared by the project for the donor and KHPT.
    • Ensure the quality, accuracy and timeliness of quarterly reports, prepared by the project for the donor and KHPT.
  • Work with the donor and OVC project team to develop process and outcome indicators to measure the progress of the work.
  • Represent the OVC project in all discussions with the donor on the development of the project’s evaluation framework.  Manage any contract for the development of the project’s evaluation framework.
  • Support the Project with:
    • Regular, timely and accurate provision of performance measurement information.
    • Analysis of project performance based upon performance measurement, information, both process and outcome indicators.
    • Advice on performance measurement and the development and use of performance and outcome indicators, including the M&E policy requirements of KHPTand the M&E requirements of the donor.
    • Advice and support for challenges, as they arise – “problem solving”.
  • Any other appropriate tasks, as determined by the Project Director.

Qualification and experience:

  • Degree in Economics, Statistics, Population Studies (Demography), public health or development field (or equivalent) with at least 3-5 years of relevant monitoring and evaluation experience in the health or development sector.
  • At least 2 years working in HIV prevention programmes, including experience working with PLHIV and other marginalised groups.
  • Working experience on analytical software packages (SPSS/ STATA).
  • Experience in working with PEPFAR indicators is desirable.

Reporting:
The M &E Manager will be reporting to respective State leads/Deputy Directors of OVC Project.

Salary:
The salary for the position is in the range of Rs. 36,000/- to Rs. 43,200/- per month –which will be fixed based on qualification, overall experience, relevant experience, interview performance etc.,

 

4.      Finance Officer: Positions -2, Location: Pune and Dharwad

Roles & responsibilities:

The Finance Officer will be responsible for overseeing financial activities of the districts under OVC Project.  Specific duties include, but are not limited to:

  • Maintenance of books of accounts in Tally Accounting software. 
  • Maintenance of statutory records  related to branch.
  • Coordinating with Head office on fund flow.
  • Administer travel and other reimbursements to project personnel as required.
  • Assist in procurement of equipment and supplies.
  • Submit monthly reports (SOE) to the KHPT Head Office.
  • To deal with basic cash handling procedures (including petty cash), banks etc.,
  • To maintain accounts records (receipts etc.,)
  • To deal with passing of bills with thorough scrutiny as per laid down procedures.
  • To maintain computerized cashbooks.
  • To be involved in procurement planning and related activities.
  • To process the payroll and deal with local field staff salaries.
  • To liaise with banks and oversee transactions.
  • To close the books after day’s transaction.
  • To entry financial data in computer.
  • To carry out all other assignments given from time to time by the line manager as per requirement of the organization.

Qualification and experience:

  • M.com or any relevant post-graduation or  any other relevant degree.
  • Minimum 5-7 years relevant experience in finance field.
  • Proven accounting, finance and  management skills.
  • Demonstrated ability to produce results.
  • Computer knowledge: Tally, MS Excel.

Reports to:
The Finance Officer will functionally report to the nominated personnel at the central office finance unit and administratively report to the Deputy Director/State lead of OVC project

Salary:
This position is categorized under  the salary range of Rs 21,600/- to Rs. 27,000/- which will be fixed after analyzing the qualification, skills sets, relevant experience and interview performance etc.,

 

5.      Admin Associates:   Positions -2, Location: Pune and Dharwad

Roles & responsibilities:

The Admin Associates will be responsible for overseeing admin activities of the district under OVC Project.  Specific duties include, but are not limited to:

  • Front office Management (incoming calls, attending visitors etc).
  • Attendance & Leave records management.
  • Travel & Logistics Arrangements – Tickets Booking, Local Travel Arrangements etc.,
  • Assistance in organizing meetings, trainings, conferences and any other events, assets management.
  • Stationary Management.
  • Supervision of housekeeping activities.
  • Despatch of  couriers, letters etc.,
  • Giving admin assistance to all district staff whenever required.
  • Petty Cash Management & assisting finance person of district office whenever required.
  • And any other admin related activities.

Qualification and experience:

  • Bachelors in Business Administration, Finance or any other relevant degree.
  • Minimum 4-5 years relevant experience with and administration tasks.
  • Proven admin management skills.
  • Demonstrated ability to produce results.
  • Spoken and written English and Kannada.
  • Computer knowledge: Microsoft Word, Excel, PowerPoint and internet.
  • Fast and accurate word-processing skills both in Kannada and English (50 WPM).

Reporting:
The Admin Associate will report to the central admin unit and to the Deputy Director/State lead of OVC project

Salary:
This position is categorized under  the salary range of Rs 16,050/- to Rs. 20,000/- which will be fixed after analyzing the qualification, skills sets, relevant experience and interview performance etc.,
